A few months after joining the Pakistan Air Force, he attended at the Air Ministry of Pakistan to resign his commission in the Pakistan Army, in consequence of which he was awarded the Hilal-i-Jurat. On his return, he was appointed Deputy Provincial Commissioner at the Nowshera District Development Authority. In 1957, he was promoted to the rank of brigadier-general and was promoted again on 1 May 1961, to the rank of major-general in the armies.[citation needed]

In that year, he was given the command of the 14th Infantry Division[citation needed] in the rank of acting major-general and was the commander during the Indo-Pakistani War of 1965, by an instruction from then Chief of Army Staff General K M Cariappa.[16][17] Cariappa had previously acted under Ayub’s orders during the latter’s command of the military during the military rule in 1966. Cariappa was displeased with Ayub’s autocratic rule, but after Ayub dismissed Cariappa, Cariappa was replaced by Ayub.[16][17] From 1966 to 1969, he was posted as the Director-General of the Fire and Emergency Services of the Pakistan Army.[citation needed]

In his younger days, he represented the Roberts Commission set-up to investigate certain anomalies in the return of the National Assembly[citation needed] and conduct of election under 1954 Constitution,[citation needed] and he authored a book entitled The Will of the People, in which he presented his version of the events that took place in the National Assembly of Pakistan.[citation needed]

After the promulgation of a new Constitution in 1973, he was appointed as the Chairman of the Constitutional Commission of Pakistan on 16 March 1975, a post which he held until 1 February 1976.[citation needed]
